Luigi Rebuffi
Senior Strategic Advisor
Luigi Rebuffi is a Senior Advisor at Pilus Capital, advising on cybersecurity public private partnerships, EU policy, trusted supply chains, and industrial cooperation. He brings more than 20 years of experience shaping European cybersecurity policy, security research agendas, and cross sector collaboration between industry, governments, and institutions.
Luigi is the Founder and Secretary General of the European Cyber Security Organisation, the central public private partnership for cybersecurity with the European Commission. In this role, he has been instrumental in building a pan European platform that aligns policy makers, industry leaders, SMEs, and research institutions around key priorities such as certification, trusted supply chains, investment, skills development, and market adoption. He is also the Founder and Secretary General of the Women4Cyber Foundation, Europe’s leading initiative to strengthen cybersecurity talent and diversity across the ecosystem.
Previously, Luigi founded and served as Chief Executive Officer of the European Organisation for Security, supporting the coordination of industrial and research efforts across Europe’s security sector. Earlier in his career, he held senior roles at Thales, including Director for European Affairs, where he was responsible for European research and policy engagement. He has also served as an advisor to the European Commission on EU security research and as Chair of the French National Research Agency Security Board.
Across his career, Luigi has been a strong advocate of public private cooperation as a mechanism to co create policy, industrial capability, and long term digital and national security outcomes for Europe. He is widely recognized as a leading voice in European cybersecurity policy and was named among IFSEC Global’s Top Influencers in Security in the Executives category.
Luigi holds a degree in Nuclear Engineering from Politecnico di Milano.
