Kevin J. Scheid

Senior Strategic Advisor

Kevin J. Scheid is a Senior Advisor at Pilus Capital, advising on defense digital transformation, C4ISR, cyber, space, and large-scale government technology programs. He brings more than 30 years of senior leadership experience across the White House, the United States Department of Defense, NATO, and the U.S. Intelligence Community.

Kevin most recently served as General Manager of the NATO Communications and Information Agency, where he led alliance-wide programs spanning C4ISR, cyber, space, and digital transformation for all NATO member nations. In this role, he was responsible for capability development, major acquisitions, and operational delivery supporting NATO commands, headquarters, and agencies.

Earlier, Kevin served as Deputy General Manager, Chief Operating Officer, and Director of Acquisitions at NATO’s Consultation, Command and Control Agency, overseeing complex multinational defense programs and procurement initiatives across the alliance. Prior to his NATO assignments, he was Deputy Comptroller for the U.S. Department of Defense, advising senior leadership on wartime funding for Iraq and Afghanistan, major defense acquisitions, intelligence programs, and strategic resource allocation.

Kevin’s earlier career included senior roles within the Office of the Director of Central Intelligence and the Office of the Director of National Intelligence, where he oversaw intelligence agencies and national security programs. He also served as senior advisor to the U.S. 9/11 Commission, leading investigations into Intelligence Community performance and contributing directly to post-9/11 intelligence reforms. In addition, he was assigned to MITRE Corporation as special advisor to the CEO, where he led initiatives to expand international cooperation with allied governments.

Kevin began his career at the White House Office of Management and Budget, overseeing federal programs for the Department of Commerce and the Central Intelligence Agency. He brings deep expertise in defense governance, complex program execution, multinational coordination, and strategic transformation within mission-critical environments.

Kevin holds a Bachelor’s degree in Economics and European Studies and a Master’s degree in Public Affairs from the University of Texas at Austin.
